Lockheed Martin Co-Authors New Global Standard for Federal Records Management

As part of a community of practice including representatives from 19 federal agencies and industry, Lockheed Martin [NYSE:LMT] reached a milestone in records management by co-developing a new global standard that will improve the efficiency and transparency of records management and sharing across all levels of government.

The new Records Management Services (RMS) Technical Specification was proposed by the National Archives and Records Administration (NARA) and adopted by the Object Management Group™ (OMG™), an international, open membership, not-for-profit computer industry consortium. Lockheed Martin SOA Chief Architect Mel Greer served as the Records Management Community of Practice's co-lead with NARA, and as a co-author of the RMS standard.

"This group's collaborative approach is a real recognition that information maintained by theU.S. Federal Government is a national asset," said Richard Mark Soley, Ph.D., chairman and CEO, OMG. "Now, more than ever, we're seeing the significance of creating and managing records that will be accessible throughout the ages."

The RMS Technical Specification allows government organizations to meet federal records management, open government, and transparency requirements via reuse of enterprise class web services that can address the full record lifecycle from creation through archival. It will serve as a basis for the first U.S. government-wide specification of records management services meeting the requirements of the Federal Enterprise Architecture Program Management Office.

"By leveraging SOA capabilities, agencies and industry can use a variety of solutions for records management while still ensuring a predictable, uniform format – the beauty of this is its universality," explained Greer. "Ultimately, that translates into lower cost and higher efficiency when moving things among records management environments, as well as greater transparency in securing and accessing our nation's history."

In July, Greer will deliver a featured presentation titled "Using Records Management Service to Accelerate SOA Adoption in Government" at a workshop sponsored by the OMG's Government Task Force.
